Getting rid of the hole in the middle of the layout

Sign layouts like this example seem to become more common with each passing day. What scenario could have led to this small animal hospital sign? With all the seemingly extra space, it looks like this building (and the sign) might have been used for something other than a pet hospital at one time. It’s hard to tell with the area below being used as a message center.

Waste not, want not

At any rate, I see valuable wasted space right in the middle of our layout. Actually, at a quick glance, my eye goes right to that open area. It’s a big hole in the layout. That’s not good, because our eyes should go to the text first, so that we can understand the message as quickly as possible.
